The Monitor Team works to ensure that the NYPD engages in constitutional stops, frisks, and searches.
The Monitor Team’s focus is on the NYPD’s stop-and-frisk practices, as well as its trespass enforcement. The Monitor Team regularly assesses the NYPD’s compliance and publicly files reports with the court detailing their findings.

Latest Report
On February 22, 2024, the Monitor filed its annual year-end update with the U.S. District Court for the Southern District of New York. Highlights include the following:
- While the NYPD remains noncompliant with Court-ordered reforms, in recent months the NYPD has made strides in sharing relevant information and working on an accountability plan.
- The Court-appointed Community Liaison has met with, and continues to meet with, communities most impacted by stop-and-frisk practices to report their experiences to the Monitor.
- The Monitor issued a June report on the practices of the NYPD’s Neighborhood Safety Teams (NSTs). The report determined that NSTs had reasonable suspicion for an unreasonably low number of stops. In response, the NYPD conducted refresher training for current NST officers and developed new training for new officers. The Monitor also directed the NYPD to prepare a compliance plan. A revised plan was provided in December 2023 and further revisions are under review.
- The Monitor team continues its focus on accountability. The Monitor team has observed Early Intervention Committee meetings and will meet with the NYPD to determine what changes can be made, in particular with respect to Commanding Officers taking responsibility for their officers. The NYPD is also developing a compliance program, ComplianceStat, which is ongoing.
- The Monitor plans to release a report in first quarter 2024 on racial disparities in policing practices. The NYPD is developing a dashboard to monitor and audit officers’ stop-and-frisk practices.
- A review of 2022 stops showed decreased compliance in stop, frisk, and search rates year over year. Additionally, a review of body-worn camera videos showed that no stop report was created for 31% of stops.
